There is no way to generate ISK in EVE passively. Level 4 Missions? Can be easy but there's still risk and you still work for it. Incursions? Risk is higher and you still work for it. Scanning sites for chance at "phat" loots? Again, you're still working for it. Planetary Interaction? You still have to manage those planets and sites on those planets, physically go there to pick up materials and transport them so you still have to work at it.
All 4 of those activities have generally been cited as "passive income" activities because of the ease of acquiring either materials or ISK but in all situations, there is generally a risk involved.
A planetary district generating ISK only serves to inflate the in-game economy that would be linked up in Legion to EVE.
Alternative solutions:
1) Since there was mention of everything being a BPO in Legion to reflect how we would have to make our weapons, suits, equipment and modules, why not have the District generate certain supplies - for example, biomass goo? - could be turned into making advanced and prototype gear. These could be made by the owners of the district to be either turned around and sold for ISK or used for their own defensive or offensive purposes.
2) Tie Planetary Interaction into Planetary Conquest. This idea was mentioned during Fanfest when it was suggested that drones could attack PI hubs that you had built which would restrict resource gain. Having mercs attack and destroy those drones could not only remove the drones and the penalty, but could also allow for a bonus to that node for resource gathering.
Or to connect Kaughst's idea, have the ability to connect a "Stargate SG-1"-like object on the ground for a certain Planetary Interaction district. Sure, the district could have been taken over by a small strike team of scouts and covertly hacked, but instead, you want to take the district forcably, using an MCC to dock with it.
Using Kaughst's idea with my understanding, a Ground Based Stargate (GBS?) would take sometime to construct and activate but it could be susceptible to enemy fire. Should the GBS be discovered and destroyed, the MCC and mercs would no longer receive resources, and the MCC and mercs could be destroyed and wiped off the planet's surface effectively defending against the attack. Jump fuel in EVE could be used to jump the MCC/mercs/resources back and forth through the gate so planning and coordinating attacks would still be needed.
